Concerns about executing the innocent in an imperfect justice system convinced Illinois Governor George Ryan to enact a moratorium on the state's death penalty. Proponents of the death penalty counter that these issues are more urban legend than courtroom reality. They say that the lengthy appeals system has plenty of checks and balances.
